• District signs contracts with seven education management organizations (EMOs)
• Changes in management at 70 schools -- "multiple provider" model
  • 21 schools managed by new School District "Office of Restructured Schools"
  • 20 schools managed by Edison Schools Inc.
  • 5 schools managed by Chancellor Beacon Academies
  • 5 schools managed by Foundations Inc.
  • 5 schools managed by Temple University
  • 5 schools managed by Victory Schools
  • 4 schools transitioning to charters (one of those given full charter status)
  • 3 schools managed by the University of Pennsylvania
  • 2 schools managed by Universal Companies (plus one of the charters)
• These and 16 other low-scoring schools awarded extra per-pupil funding
• Plans to hire Edison as lead consultant to central office approved, then scrapped
• SRC hires Paul Vallas as CEO to run School District

More changes to come in September 2003

• Chancellor Beacon will lose 5 schools, to be converted to "restructured" schools
• Temple will take on management of Meade Elementary School
• Foundations will take on management of Martin Luther King High School
• Victory will take on management of Rhodes Middle School
• Seven potential EMOs reply to solicitation for new school managers
• CEO Vallas predicts more partnerships, involving another 10-15 schools by fall
• Extra per pupil funding at privately managed schools to be reduced, leveled
• All District-run schools to get new, uniform reading and math curriculum
