Philadelphia,
like many large urban school districts across the country, continues
to struggle with hiring and retaining qualified teachers in all
of its schools, but especially those with the greatest need for
them. The District has rolled out an ambitious set of new initiatives
to improve teacher recruitment and retention district wide. But
advocates and researchers say there is still more to be done to
address inequities within the District and to ensure that "highly
qualified" teachers are also high quality.
