About this Edition

Major funding for this edition of the Philadelphia Public School Notebook on reconnecting youth was provided through a partnership with the Eastern Pennsylvania Organizing Project (EPOP) and Project U-Turn. The Notebook is an independent, nonprofit news service working for quality and equity in public education. EPOP and Public Citizens for Children and Youth (PCCY) also provided editorial support for this edition.

The Eastern Pennsylvania Organizing Project (EPOP) is a faith-based nonprofit community organization committed to building a vision of justice for all people. Through community organizing and leadership development, EPOP addresses quality-of-life issues that range from improving education to addressing issues of safety and affordable housing.

EPOP’s education work is a significant part of its work plan as identified by its leaders. Work with Project U-Turn focuses on organizing around the issue of out-of-school youth and preventive measures that can break the cycle.

Project U-Turn is a citywide campaign to focus public attention on Philadelphia’s dropout crisis and to design strategies and leverage investments to resolve it. The U-Turn campaign is led by a citywide collaborative whose members include representatives of the School District, City agencies, foundations, youth-serving organizations, parents, and young people themselves. The collaborative, which is managed by the Philadelphia Youth Network, was established by the Philadelphia Youth Council in 2004. Key accomplishments of the collaborative to-date include groundbreaking data analyses and work with the School District and others to create programs and pathways that reconnect out-of-school and struggling youth.
