Shortchanged ... on teacher quality

High-poverty schools and schools with predominantly students of color are more likely to have teachers new to the profession who frequently leave or transfer after a short time.

At schools that are 90 percent or more students of color, teachers are almost four times as likely not to be fully certified as teachers who work at majority-White schools.

Middle school positions in high-poverty neighborhoods are the hardest jobs to fill, especially in the crucial subjects of math and science.

Changes in the 2004 teachers’ contract expanding site selection of teachers have not fixed inequitable teacher distribution in city schools.
